NHER report does not threaten Pay As You Save scheme, says Scannell

NHER has produced the industry's first in-depth study of more than 300,000 Energy Performance Certificates which concludes that recommendations, if implemented, could achieve carbon and fuel-cost savings of 22pc. Lord Dixon Smith says that £2,500 on immersion heaters for hot water, electric cooker and space heaters would make his home zero-carbon. He also says it could cost up to £38,000 to retrofit the least energy efficient homes.
