Non-domestic EPC requirements delayed until 4th Jan 09

Well, as we're all by now used to, the CLG has dumped not just one rule change, but several... and not a hint of clarification concerning the confusion over the domestic and rental transitional arrangements!

Headline changes

The valid age of an Energy Performance Certificate within a Home Information Pack (HIP) is extended from 12 months to three years.

Non-domestic transitional arrangements pushed back to the limit: back from October 1st 2008 to 4th January 2009; the EU deadline!

Amendments to National Occupation Standards pertaining to new build CO2 emissions

EPC register data-sharing with Energy Saving Trust and Local Authorities

And what's this date?

This circular draws attention to the Energy Performance of Buildings (Certificates and Inspections) (England and Wales) (Amendment No.2) Regulations 2008 (SI 2008/2363) which was made on 4 September 2008. The provisions will come into force on 1 October 2008, subject to the transitional provisions.

I haven't been on holiday so when did the 4th September become significant (apart from the 4th September, obviously!)?
